conifer seedling with light green growths?

I got what I think is a spruce for free three weeks ago from a carnival at a garden center in a near by town. About a week after I got it home it started growing these light green tufts out of the end of it's branches. they are soft and tightly packed little things. Now these green things have grown to 2.5in. What are they? should I let them keep growing? should I pinch them off like early buds on a rose? thanks guys!

They will pinch off after the year. conifers lose their pines and or leaves.
